Phone / Fax to Email Services:
Summary
Phone/Fax to Email services are often used by spammers as 'drop-boxes' for recipients of spam to send replies.
Such services by-pass IP tracing, and afford a high degree of anonymity to spammers.
Such behaviour, of course, should not be tolerated by the Phone/Fax to Email service providers, who must do their utmost to ensure that their clients use their services only for honest purposes - and not to hide or shield or protect spammers.

Phone/Fax-to-Email Service Providers should maintain an adequately and competently staffed abuse desk on a 24 hour, 365 day per year basis. The contact details for the abuse desk should be readily and easily accessible on the website of the Web/Email-to-Fax Service Provider, and also listed with the Network Abuse Clearinghouse at http://abuse.net |

Upon receipt of an evidence-based abuse report, the abuse desk of the Phone/Fax-to-Email Service Provider should investigate the complaint and take action within two (2) hours. If the complaint is valid, the account of the offender should be terminated immediately and without further notice. Furthermore, the email address and the originating IP Number of the offender should be barred immediately. If the complaint cannot be properly investigated within two (2) hours, the account of the alleged offender should be temporarily suspended while the investigation continues. All complainants should be sent a reply stating the outcome of the investigation and the action taken. |

Phone/Fax-to-Email Service Providers should ensure that their Terms of Service include a strong anti spam clause, including but not limited to prohibiting:
- Receiving replies from unsolicited bulk/commercial emails sent from any service provider
with violation resulting in immediate account termination without further warning, barring the offender from future use of the service, and reporting of the violation and termination to the email and other service providers known or believed to be used by the offender.

Phone/Fax-to-Email Service Providers, in their Privacy Statements, should reserve the right to pass on all information regarding breaches of their Terms of Service to any other service provider known or believed to be used by the offender. |

Phone/Fax-to-Email Service Provider should lodge abuse reports with the email and service providers of the offender, advising them of the offence, providing evidence thereof, and requesting the termination of all accounts and services associated with the offender. |

Phone/Fax-to-Email Service Providers should, on their websites in a readily accessible and easy to find location, maintain a numerical list of all phone and fax numbers in active use via their service. |
